Only three, and each one easy to implement:
1) The "forward" button should be removed from Outlook Express.
2) Attempts to send any message with more than ten email addresses in the "to" field should cause any home email client to spontaneously uninstall itself and launch something less harmful (Solitaire, maybe, or a nice picture of a bunny) instead.
3) A special custom filter should search for the text string "petrol price" and block sending of the email until the user has read this and this. A brief quiz might be needed.
